Saltash Library

Public Consultation Results for the community library refurbishment works and provision of cafe facilities.

The first part of the consultation is now closed - thank you to all those who participated. The results can be reviewed by clicking on the REVIEW button at the bottom of the page.

Our Library

The future of Saltash Library and Information Service was safeguarded after being transferred to Saltash Town Council on March 1st 2019 as part of a new agreement with Cornwall Council.

The arrangement, which is part of Cornwall Council's devolution programme, means the building on Callington Road continues to provide all the key services essential to a modern library as well as access to a range of Cornwall Council and Town Council services.

Saltash Town Council's Vision

Saltash Town Council understands the importance of the library for it's community and town therefore the Town Council is undertaking refurbishment works to provide a library service to an excellent standard  of modernisation that will provide a multiuse facility to serve it's community now and in the future.

Since March 1st 2019 Saltash Town Council have been working to establish the library as a community hub offering various increased activities and events for the people of Saltash and those visiting our town.

Renovating the building will not only allow the Town Council to continue to provide these existing services but also serve to develop and accommodate future groups and activities together with an inside and outside area to enjoy a drink and a bite to eat whilst catching up with family and friends or perhaps a drink whilst reading a book.

Part of the vision is to utilise the mezzanine floor as office space moving staff from rented accommodation to the library therefore reducing overhead costs and streamlining services.

The 3D floor plans and images as above set out a vision for the future of Saltash Library which will be used to determine the works.

Saltash Council Tax Precept Increase

The Town Council recognise the positive support from the community to carry out the refurbishment works and provision of café facilities for the people of Saltash and those visiting the town. The project was costed to enable the Town Council to continue with the second stage of the public consultation informing the people of Saltash of the associated costs.

Council Tax Precept Increase:

At Full Town Council held on 1st October 2020 it was RESOLVED to seek the approval of the Secretary of State for Housing, Communities and Local Government to apply for the PWLB loan as detailed below:

  1. Loan of £200,000 for the refurbishment works and replacement of windows to the library building.

  2. Fixed interest rate of around 1.95% over a loan period of 10-years.

  3. The annual loan repayment will come to around £21,156.50 and total repayment will come to around £222,143.25.

It was RESOLVED that:

  1. The shortfall of £5,105.21 for the completion of the works be included in the Precept for the year 2021/2022.

It is intended to increase the council tax precept for the purpose of the loan repayments by 2% which is the equivalent of an additional £4.00 per year for a Band D equivalent dwelling.

It is important that Saltash Town Council demonstrates public support for this exciting project for the community and future of Saltash.
