The Mayor of Saltash

The Mayor is elected by fellow councillors and takes office in May. As Chairman of the Council the Mayor presides over the Town Council meetings and attends all committee meetings in an ex-officio role. During the term of office the Mayor is a familiar face in the town attending many events and supporting local organisations. The Civic Awards are held annually to celebrate and award achievements within the community and those who continually go the extra mile for the town. Nominations are normally open in January of each year. All nominations must be made on the nominations form. Further details of the awards can be found here


Councillor Rachel Bullock, Mayor of Saltash 2025 - 2026

I became a member of Saltash Town Council after being co-opted on for the East Ward in February 2021. Following the May 2021 elections, I am now an elected Councillor for Essa Ward.

A bit about me: My family moved from Hemerdon, Devon to Saltash in 1977. I attended Longstone Infants, Saltash Junior School and Saltash Comprehensive. I have older twin sisters Nicola and Joanne and a younger sister Sarah, all of which still reside in Saltash with their families.


I live near the Town Centre and share my home with my husband Matthew, son Jake and our three cats. My older son, Sam also resides in Saltash with his partner.

I worked for Plymouth City Council Revenues and Finance for 17 years. Most of this was in customer facing roles in the Council Tax and Housing Benefits Department, which helped me appreciate the diverse range of people living around us. I am a friendly, empathetic, down to earth person who is always happy to help anyone. I left Plymouth City Council after taking voluntary redundancy and now spend my time carrying out voluntary work in the town.

I am a volunteer at Community Enterprises and enjoy baking cakes in the Community Kitchen for their cafe. It is a challenge which I love as I have to try and create cakes from donated food. The courgette cake and rhubarb and ginger loaf were a success with the customers. I love history, especially the history of this fantastic town; I am a member of the Saltash Heritage committee. I enjoy my time stewarding in the museum, teaching visitors about all our local history we should be proud of. More recently I have also become a committee member of the “Friends of Churchtown Farm” and I am on the patient participation group for Saltash Health Centre.

During my time on the council, I have become a member of many of the sub committees and working groups. I am currently the chair of Isambard House, Saltash Railway Station and the chair of the Devolution Committee. I am currently part of the working groups which aim to improve the town centre and Waterside connectivity, some exciting projects to be working on.

 

In my spare time I enjoy walks in the country and days on the beach with the family, I also love running and enjoyed back marking the Saltash Half Marathon last year, the best half marathon in the country - in my opinion! 

In May 2025 I was elected Mayor of Saltash. It is truly an honour to be representing this fantastic community. I am very passionate about our town, its history, its present and, most importantly, its future.


Councillor Brian Stoyel, Deputy Mayor of Saltash 2025 - 2026

Brian and his wife, Maxine, have been associated with Saltash since 1977 when their family moved from Berkshire to a derelict property at North Pill.  Brian’s grandparents originated from Cornwall, and both Brian and Maxine were born and raised in Plymouth, with family in Tavistock and Bere Alston. 

 

They moved away from the South West to teach after their marriage but returned to set up home and raise their family here in Saltash.  Their three children attended Longstone Primary School.

 

Brian soon joined the Saltash Chamber of Commerce and, in 1981, Saltash Rotary. 

 

Despite moving into Plymouth (to be nearer aging relatives) Brian retained his ties with Saltash through lifelong friends and his membership of Saltash Rotary; and Saltash has always been a huge part of his social, fundraising and volunteering life – supporting May Fayre, Regatta, Real Ale Festival, St Barnabas, Waterside Clean Up to name a few.

 

Moving back to ‘the right side of the water’ in 2018, Brian continued to promote the natural beauty of the Tamar valley and Saltash as the gateway to Cornwall during national and international travel.

 

Today, Brian is a Trustee for both Abbeyfield ‘Cresta’ (a supported living facility here in Saltash) and Saltash Scrapstore.  Both opportunities bring him into contact with individuals and organisations across Saltash and its surrounding communities.

 

As a Councillor for Trematon & Landrake ward, Brian will strive to ensure that local residents have pride in their town, supporting its development and individuality.  He believes that Town Councillors have a key role in ensuring that Saltash continues to thrive in an ever-changing and modernising world, and feels privileged to represent a ward in his own home town.

 

In his spare time, Brian enjoys many hobbies including gardening, DIY projects and model railways.  With Maxine, he also enjoys travelling and spending time with family and friends.
