What is Neighbourhood Planning?
Neighbourhood Planning was introduced through the Localism Act 2011 and gives local communities the opportunity to help shape future development in their area.
A Neighbourhood Plan is prepared with input from local residents, businesses and community organisations. Once approved through a local referendum, it becomes part of the statutory development plan and must be taken into account when planning decisions are made.
Neighbourhood Plans can help guide where new homes, businesses and community facilities are located, protect valued green spaces and heritage assets, and ensure future development reflects the needs and aspirations of the local community.
Saltash's Neighbourhood Plan
The Saltash Neighbourhood Development Plan was developed through extensive community engagement, beginning with the designation of the Neighbourhood Area in 2013. Following consultation with residents, businesses and community groups, the Plan was drafted, independently examined and approved to proceed to referendum.
On 17 March 2022, residents voted in favour of the Plan, with 92.5% of votes cast supporting its adoption. The Plan now forms part of the statutory development plan and helps guide planning decisions in Saltash.

Neighbourhood Plan Journey
2013 - Neighbourhood Area designated.
2015 - Community surveys, workshops and consultation undertaken.
2019 - Draft Plan published for public consultation.
2021 - Independent Examination completed.
2022 - Over 2,530 people voted on the Plan at referendum with 2,343 voting in favour of the Plan.
The Future of the Neighbourhood Plan, Neighbourhood Priority Statement and Settlement Spatial Plan
Following changes to national planning policy and Cornwall Council's review of the Cornwall Local Plan, communities across Cornwall have been invited to prepare a Neighbourhood Priority Statement (NPS). An NPS provides an opportunity for residents, businesses and community organisations to identify priorities for housing, infrastructure, transport, employment, green spaces and community facilities, helping to inform the preparation of the new Local Plan.
To support this work, Saltash Town Council is undertaking a Settlement Spatial Plan (SSP) project. The SSP will build upon the vision and objectives already established through the Saltash Neighbourhood Development Plan and will provide an up-to-date evidence base to help understand how Saltash may grow and develop over the coming decades.
Through community engagement and consultation, the SSP will explore issues such as housing, employment, transport, infrastructure, community facilities, green spaces and the town's long-term aspirations. The findings will help inform Saltash's Neighbourhood Priority Statement, future reviews of the Neighbourhood Development Plan and discussions with Cornwall Council regarding the emerging Cornwall Local Plan.
